Is A Tier 5 Necessary?

Tier 5

Have you exhausted 99 weeks of benefits?

Are you recently unemployed, and only eligibile for 26 weeks of benefits?

Would a “Tier 5″ of Emergency Unemployment Compensation helpful you?

Thousands of Americans have received the maximium number of unemployment benefits in their state, and are asking “What Next?”

Let’s look at both sides of the Tier 5 debate:

People against a Tier 5 argue the following:

  • The country can’t afford it. An additional unemployment extension would increase the Federal deficit and the national debt.
  • 99 weeks is enough. With regular benefits lasting only 26 weeks, tier 5 opponents argue that at 99 weeks, unemployment recipients are already getting nearly 4 times the regular amount.
  • More benefits sends the wrong message. Those against a tier 5 (and unemployment extensions in general) think that extending benefits encourages people to not work.

Here’s what Tier 5 supporters have to say:

  • Government can afford it. With billions of dollars of government money to bail out the banks and fund foreign wars, the government has the ability to financially support a tier 5 extension.
  • The economy requires it. Many “99ers” argue that they are actively looking for work, but in an environment where there are 6 applicants for every 1 job opening, the math just doesn’t work.
  • Government should watch out for its people. This was the reason that unemployment benefits were created in the first place — to create a social “safety net”.

What is your view on a Tier 5 extension? Feel free to leave a comment below.

I BEEN UNEMPLOY SINCE 2012, I AGREE THAT CONGRESS SOULD PASS THE TIER 5 PROPO AL. I HAVE ALSO APPLIED FOR MANY JOBS, NOT ONE OF THEM ARE HIRING. I’M WORRIED THAT WHEN MY TIERS ARE EXHAUSTED I WILL BE HOMELESS AND NO ONE WILL CARE IF I LIVE OR STARVE. THE GOVERMENT PAYS BENIFITS TO ABLE BODY THAT ARN’T REQUIRED TO SEARCH FOR JOBS TO RECEIVE BENIFITS. THE REGULATIONS SHOULD CHANGE, WHEN YOU HAVE WORKED AND IT IS NOT IN YOUR CONTROL THAT THE ECONOMY IS NOT IN THE GREATEST SHAPE WE SHOULD NOT BE FORGOTTON ABOUT.

    How are those protests and demands for a tier 5 working for you goofy b a s t a r d s lately?

  • DICK

Over 60 try to get a job.
Welfare bums have no time limit
    I need tier 5

  • Tina

Ok, I have been out of work since 2009, I looked constantly for jobs that were just not there. The Times Union paper for job listings is a joke. I live in Jacksonille, Florida and the unemployment rate if high. I exhausted benefits since 2010 and the government needs to get a Tier 5, or add for weeks to Tier 1, and let the 99′ers get some additional help that we need. This would be great, and pray for additional jobs in 2013.

I have been unemployed for over year and a half. I keep hearing that if you want a job just go out and get one. The problem is that the people who say this are the ones that still have there jobs. I think if the people in government worked as hard as the middle class they would get the things that need to get done DONE. Its funny that the people in the government talk about cutting medicade and medicare and all the things that are helping the average people in america because we cant afford it. If you work in the government you have totally different medical until you die its called TriMed its the best of the best so cutting medicade and medicare wont affect them. The things that are here to help the working class survive they want to cut. If tier 5 or 6 or 7 tiers are needed they should pass them in a heart beat. IF UNEMPLOYMENT IS NEEDED TO HELP THE PEOPLE THAT NEED IT AND OUR GOVERMENT STANDS BACK AND SAYS WE CANT HELP. THE PEOPLE SHOULD STAND UP AND VOTE THE BASTARDS OUT!!!!!

I have been gainfully employed from my army ETA date 7/73 until 1/30/2010. I have done all in my power to secure work. Countless resume’s, interviews, and to no avail. In the year 2006 I earned and paid taxes on $150’000.00+, my last year of employment 2010 I earned less then $30,000. My last two years of employment I used up saveings, assests, leaving my wife and I with a bare bone existance. After paying my fair share of taxes, working full time with out interruption for thee last 38 years doing the right things most of us do. At the age of 59 it’s possible I’ll be homeless in the next 10 weeks. To the Ways and Means Comittee and Republican’s, the safty net is about to break and people like myself with it.

  • A Unemployed American (not that the goernment cares )

Tier 5 is neccessary, if you think the economy is bad now wait till all the 99ers start loosing their homes, and destroying what little credit they managed to hang onto, which after that will be worth as much as their words in Washington ” NOTHING” while the fat cat sit on their asses and the corprate big dogs sit in their warm homes and eat their fine meals, and entertain other fat cats while the Americans that put them in positions that thery now hold be it from votes, or patronage they still were supported up the ranks, now when Americans need help through no fault of their own the doors seem to be slammed not close but SLAMMED in their faces and the gornment charged with insuring that all Americans, have the right to survive can hand out welfare, hud housing, foodstamps to able bodied Americans who live off the system but cant afford to help the ones that worked all their lives to only loose everything that they managed to work themselves day after day, only to loose it all, and only look forward tp living on the street, with no assistance that they paid into available to them, OH Im sorry but you dont have a young child because you spent a lifetime taking care of the responsibility that you made early in life without government help, you did it by the sweat of your brow 50-60-75 hrs a week,Oh you dont have a disabled person living with you because you have made sure that the ones you loved you took care of without the governments helpand how did you do that by the sweat of your brow again no complaints you did it because it was yoyr responsibility, OBVIOUSLY THE UNITED STATES GOVERNMENT DOES NOT HAVE THOSE RESPONSIBILITIES TO THE AMERICANS, they only have responsibilities to corporate america, or too their own pocket as Senators, or Govenors, or Congressmen, and Piss on the Americans that voted them into their no official position that thery hold to allow them to sit there and be entertained by watching the ones who are really suffering and allowing the suffering to continue without doing what is best for the country as well as for the individuals who are in need of the small stipen with which they seem to want to hold so desperatly onto after all they may have to buy themselves lunch, that day and if they give an American the extention of tier 5 unemployment then that means that they might have to eat an American steak as opposed to the 500.00 an oz. kobi steak that week

yes we need tier 5, we are in an economic crisis

  • Clearly, we are suffering from seeking jobs, PUT A FREEZE ON ALL RENTS AND MORTGAGES FOR THE PEOPLE IN NEED OF TIER 5. When we are offered a job, then we can resume a job.

I have paid Rent in the amount of $70,000 in 5 years, and I own nothing, this could have money that has been spent towards owning a home!

The economy is ruined by money alone. What would we do if money never exsisted, like out good Lord had intented in the first place.

Rice for dinner, walk to school, sleepless nights, no jobs!!!
Judgement day is in the best interest to all of us!!!

As a 99er I worked 41 years 1st time every to get help. Property owner. 2 kids put threw college the hard way. 2- family members died in the war for this county WHY? Seen other countys get help. Seen big business get help. My 99 weeks will never give me 1/2 of what I paid into this system. I can climb. “BUT GIVE ME A LADDER TO CLIMB” where R the jobs? It’s easy to make an argument when U have money. My property taxes R due, no insurance now H E L P.

Take it from one who is on the other side of the “desk”… have worked under the DOL/WIA program for over 20 yrs… we saw this coming over 12 yrs ago! Not excusing the current White House Adm…but those who have…have continued to keep theirs…they are not concerned about the working poor and those who have not are left behind…time for ALL politicians to STOP supporting their own personal issues and help the American citizens… More $$ is needed for training and the UI extensions! We can do this! We all need to come together and tell the DC politicians to stop fighting amonst themselves and look at the real needs of the American people!!!

  • dan

its hard to win cards with a stacked deck same goes for unemployment since bush started impacting the media it its still happeming now if america new the real dept of unemploynt wich is upwards of 20 percent and all 4 million 99ers aren’t included in the numbers also stating 6 aplicants for every job makes us sound like loosers who only get hired when the economy is booming it more like 200 . I used to advertise for help in 2005 and got 50 applicants back then in good times so we need an honest gov forst

  • edwina

I especially want to comment to 99is enough. Why are you on this site. You are obviously one of the many fortunate people who have a job. I am happy for you. Your comments seen to be very negative. I will presume you have never had a lay-off. But in my town there are jobs. Most require several years experience in a particular field, or the requirement that the employer is not looking for anyone who has “gaps” in their unemployment. Makes it very tough for people like myself that are having to change vocations. I was a realtor. Market does not justify the number of realtors still in the business. Many of us are being forced to take other jobs. Not that I mind doing other things but finding a job has been difficult. I’ver worked for 30years, before real estate, I even worked two jobs to support my family. I did nothing to cause the down turn in real estate, but I am suffering the consequences. I am not on unemployment because I was self-employed. But there are good people out there that certainly need some kind of help. I am talking about the worker bees. They need jobs. These people are the backbone of our country. I don’t have the answer but I believe you are not really understanding the entire picture. Different areas of the country may be doing better than others. Bless you that you have a job.

    • A Unemployed American (not that the goernment cares )

I think most of the people on this site are stll unemployed, and have run out of UI benefits, I have worked all my life scince I was a young boy (thasts right a YOUNG BOY) before I was 16 I served my country, I did my job in raising my children taking care of my sick paremts and helping my siblings when they needed it, I made the donations to several entities, and never once asked for praise or reckognition, I felt I was doing the right thing, now I am in need of help, I cant get any help because the UI benefits are exhausted, cant get a job because there are no jobs out there, cant leave because I dont have enough to start over in a new place, cant get foodstamps because I’m not qualified, and if I do get foodstamps I dont think I can pay doctors, housing, utilities in foodstamps HUH go figure, not to mention how does anyone pay for personals T.P toothpaste, soap ect with food stamps , cant gey medical, WHY because I raised and took care of my children who are also unemployed at the time, OH LETS NOT FORGET cant get welfare no young children, no disable parents just me and my wife trying to hang onto what we worked for our entire lives to acrue, We took care of our responsibilities, when in the hell does the government take care of theirs? OH I FORGOT IF IT DOES NOT HAVE CORP. AFTER THE NAME THEN THEY ARE NOT WORTH HELPING, OH IM SORRY IF IT DOESNT HAVE YOUNG AMERICANS GOING OFF TO FOREIGN SOIL TO SHED THEIR BLOOD FOR WHAT THE GOVERMENT WANTS TO CLAI IS FREEDOM BUT IN ALL REALITY IT IS JUST A FORM OF ENTERTAINMENT FOR GOVERNMENT OFFICIALS !!!!!!!!!!!!!!!!!!!! heres what I would like the U.S> Government to know AMERICAN DONYT LIKE YAKING IT UP THE ASS… AND WE REALLY DONT LIKE IT WITHOUT GETTING COMPENSATED FOR IT THIS IS JUST ANOTHER FORM OF GOVERMENTAL RAPE. WELCOME TO AMERICA dont you feel proud to be one NOW.

For those of you that say that a tier 5 is not needed or that anyone who is unemployed should stop looking for a handout are you in danger of losing or have you already lost your home, your vehicle, are you or your children hungry, without food? Are your utilities about to be or are they shut off? My husband has been unemployed for almost 2 years, I work however it is very difficult to support a family on one income. I have picked up extra shifts, a second job etc…To sit and judge someone without walking in their shoes is ignorant and unfair. There are millions of people that are unemployed and not nearly enough jobs have been created or available to employ all of the Americans that are in need of employment. The USA is turning into a 3rd world country right in front of our eyes to me that is horrifying, our government spends BILLIONS of dollars on Wars to assist other countries. I have watched my husband go from a confident hardworking man to someone who is depressed, scared and frustrated until you have been there or experienced this you have no right to pass judgement. For all of the Americans that are out there unemployed Keep your head high Do Not Give Up.

  • 99isenough

A tier 5 is unnecessary and is not going to happen.

I HAVE WORKED ALL MY LIFE AND AM NOT ONE TO ASK FOR HANDOUTS,IWILL HELP ANYONE IN NEED IF I CAN POSSIBLY CAN.I CAN AND WILL HELP THOSE WHO CAN USE MY HELP, BUT THERE IS ONLY SO MUCH I CAN DO. IMON THE VERGE OF GETTING EVICTED. I HAVE TAKEN EVERY JOB THAT IS AVAILABLE WHICH IS FEW AND FAR BETWEEN.I AM 55 YRS. OLD NO INS. AND HELP FROM THE GOOD OLE. US OF A! WE CAN SURE TAKE CARE OF ALL THE OTHER COUNTRIES AND THERE NEEDY BUT DON;T GIVE A DAMND ABOUT OUR OWN. SOMETIMES I WONDER WHERE IM PROUD TO BE AN AMERICAN COMES FROM?

  • It is very frustrating to have to rely on the government for help when many of us have relied on hard work their whole life. Most people just want to find a job so they can stop worrying about the next day and the next bill. Good luck to everyone who is looking for that next job and hope that job is just around the corner. Don’t loose hope.

  • I don’t have but 12 weeks left and I have been actively looking for work. I also have started working on starting my own non profit organization. I wonder how I will make it soon if I don’t find a job. My heart goes out to the 99ers and I simply can’t believe that the goverment it not helping them. I know that our welfare program spends way to much money but that is still ongoing. Help the 99ers now and don’t let them suffer another day.

  • We need a tier V. I WAS born in the USA, Just wish we had a real Man who could run this country ,and stay off that air plane. Always off to another vacation,or tape another show.Donald, go get him, someone with a back bone.

  • Iam a 99er,but not looking for a hand out. I will work,if I could find a job. None of my unemployment was put in a savings account. I paid bills bought groc.,paid my Insurance, elec.bill, water bill etc. There was never anything left over, also gave to food to our church. If you have a little time on your hands, try putting them together and pray. We still have hope.

As I said these Fat Cats in Washington truly don’t care or they wouldn’t blame us, hard working Americans that can’t find work, because of there over indulgent nature, AND elitist attitudes give me a break this Congress makes me sick. Destiny

Well Said, I am 52, and have noticed that women at least are having a more difficult time finding jobs, there is a serious discrimination going on, why pay someone with experience when they can get someone in their 20′s with no exp. will save the comp. $$$$$
and everything comes down to the almighty dollar!!
I even offered to work, at a entry level position. By the way I am a nurse with a terrific resume, have been told I interview well.
I am all alone in the midwest with non family or wealthy friends. So when My unemployment ends In Jan, I will still owe on my car and before all this happened, got it refinance as well as my home. have great rates, but I am a women who will be homeless, there is no one, that can help me.
I have contacted my Mortgage company with one their programs that are suppose to help ppl like me. but I have submitted 4 large envelops of info they requested they don’t call me. I can never get through to speak to any, one and a month ago or so, when I finally after1 hours I am not kidding waiting for the mortgage/ mitigation loss dept to pick up my call , well they can not refinance, Already have a great rate, 5.125% and car I owe 7k, with a rate of 2.45 interest.
So I can ot sleep eat concentrate, can not even read a book. I am so stressed out I feer I will have a breakdown, or kill myself, I can not find a way out. I stare at the tv every day all day, thinking , and thinking, Thought about a room mate situation. but have heard from a person I know who finally got rid of her crack hoe room mate.
What is a single, middle age women to do?

  • unknown

I can’t wait till election time when all the 99ers vote democrat across the board just to get those fat cat republicans out of office. They want their rich croneys, those who make over $250,00 year to get all the tax cuts but to hell with the commom worker!!!!!

How many millions or unemployed or 99ers out their? Next election vote all democrat even if you like the republican. This will send our message loud and clear. Republicans are not for the common man.

    • M Ellen

SO SOrry for my ignorance but what does the 99 stand for?

      • ED VENABLE

M ELLEN 99 STANDS FOR 99 WEEKS OF UNEMPLOYMENT SUPPOSIVLY, IN REALITY, IN LITTLE WORDS OFF TO THE SIDE, IT STATES UP TO 99 WEEKS OF BENIFITS. MY UI EXHAUSTED IN FEB 28TH OF 2010. BUT IN REAL TIME I ONLY RECIEVED 79 WEEKS AT $390AND SOME OF THAT I RECIEVED THE EXTRA $25 FOR A TIME. I DONT KNOW WHAT A PERSON HAD TO MAKE MONEY WISE, DURING THE BASE PERIOD MY BENIFITS WERE BASE ON, IMADE $26-$29 HR THE WHOLE BASE PERIOD. SO REALLY IT WAS ONLY 79 WEEKS. PROPAGANDA TO MAKE JOHN Q PUBLIC THINK IT IS BETTER THAN WHAT IT IS. AND IF WE CAN AFFORD A TEIR 5 EXTENSION, STOP SPENDING BILLIONS ON ILLEGAL IMMIGRANTS AND THEIR ILLEGAL CHILDRENS MEDICAL EXPENSES, AND EDUCATION. THE GOVERNMENT WANTS THEM HERE BECAUSE THEY CAN BE MANIPULATED AND USED UP, BECAUSE OF THEIR WAY OF LIFE THEY ARE USED TO. LIVING I MEXICO MUST BE HARSH, SORRY ABOUT THEIR LUCK , I DONT THINK ITS AMERICAS RESPONSIBILITY TO TAKE CARE OF THEM. TAKE CARE OF AMERICANS, AND THOSE OF YOU WHO SAY YOU NEED THEM TOP PICK YOUR APPLES AND CROPS, DO IT YOUR SELF WITH THE MONEY YOU HAVE MADE OFF THEIR BACKS FOR THE LAST HINDRED YEARS,BUY YOU SOME NEW TECHICAL MACHINERY SO THEY HAVE NO REASON TO BE GERE, THEY ARE NOT ARE PROBLEM, THEIR WHOLE COUNTRY IS A DISASTER. PROTECT AMERICA AN AMERICAN A THR HELL WITH MEXICO

        • Cranky In Carolina

YOU ARE SO RIGHT…. I argue every day that we have given our country away… Well, the GOVERNMENT has… we didnt help by sitting back watching the jobs go to people that don’t even pay taxes… There are programs for EVERYONE but the people that built this darn country. I am so angry about this I could SCREAM!!!

    • ED VENABLE

REPUBLICAN ARE CRIMINALS, AND THE TIME WE SPEND ELECTING THESE PEOPLE IS A WASTE OF TIME,I THINK. IT LOOKS LIKE EVERYONE THAT HOLDS A POLITICAL POSITION INANY TYPE OF OFFICE, HAS PLENTY OF MONEY, I THINK THESE POSITIONS ARE BEING BOUGHT, WHO HAS THE BIGGEST POCKET BOOK, IS THE ONE WHO GETS THE OFFICE. I WOULD RUN FOR PRESIDENT, BUT IM POOR AND BROKE AT THIDS TIME.

  • carol

I am for Tier Five, I have exhausted my unemployment benefits, and presently I am losing everything I own, I HAVE SOLD ANYTHINGi I CAN TO SURVIVE, I HAVE WEEKS OF SLIM PICKINGS FOR FOOD, The people who are against it obviously have jobs, and have no idea what is like out here, there is still no jobs, I lost my car, I do not smoke, I have no cable, and presently I am losing my home, So we need help in our country now, WE ARE DROWNING.

  • Maria

I support Tier V and I hope the 99er’s get an extension. Our elected officials say we can contact them but when we trully need help, they ignore us. They just wear us down and do things their way. This government is not “FOR THE PEOPLE” it is for the elected officials. They are making BIG $$$$ while some poor person is wondering how they will feed their children or if they will have a roof over their heads. Shame on the people being nasty to the 99er’s and SHAME on our elected officials.

  • Linda

I am waitressing at over 60 to make it and it sure is taking its toll but what else can I do if that is all I can find. I have worked all my life and have never drawn unemployment and now that I need help it isn’t there, something is wrong with that. I’d be better off to try and get on welfare or something.

  • brian

unemployment puts money back into the economy. It’s a fact $1.46 to be exact, maybe the FAT CATS at congress want to take a pay cut to help (didn’t think so) try being over 50 and finding a J>O>B>

  • Suzanne

99ers contact each congress person in ur State and request they pass this bill!!!!

    • Catherine

We keep looking, we keep hoping that with all the jobs we apply for we might get a call or better yet an offer but NOTHING. This goes on for weeks and then months and you begin to think that it’s never going to turn around. The government can afford to fund foreign wars, help out ANY peoples around the world that are suffering due to a major disaster; that is any people except their own citizens ‘suffering’ due to a very major disaster – nothing like it since the great depression and even then it wasn’t of this magnitude. Most of us have worked (and paid into the fund) for more than 30+ years and never taken unemployment before now. Now when we need it most they tighten the belt. We would all like to get back to work, pay our bills & our taxes but it’s not happening. All we’re asking for it the help that paid to have there when we need it most, what is the next alternative; WELFARE ??? God help us if you have to start paying all of us WELFARE until we get to Social Security age and then we’ll start taking that as early as possible and that won’t look pretty either. Get a clue ….

  • Suzanne

There are NO JOBS to go to, get the 99ers he help they need and fix the economy!!!

REMINDER: there are no jobs to go toooo – the Americans that are unemployed rather work, the unemployment check is not enough!!!! HELLO!!!!

  • Richard T

I believe tier 5 will help us from being put out in the street. I and my husband and I have worked all our lives without filling for unemployment now the unemployment checks have stopped. we are still looking for work.
if people do not have families to help out on bad times. there is nothing else to do but live out in the streets with all the mental and not wells people, that are able to make crimes, like murder in the street. My husband is very depress, unable to find work anywhere weather local or long distance. At his age still able to work, can not apply for Social Security. This is the worst time in our lives in 60 years.

  • Kevin Quinn

    Dear Jesse,

This is a blog that you will want to see. “FEMA Camps for the Homeless.”

    http://fema-for-homeless.blogspot.com

  • i have been trying to help a lady gain employment. she was employed for over 30 years. in the last two yeard she has had one meaningful employment interview. i think tier 5 should be made available to ny residents. this country is willing to help people thruout the world, but we forget our own? there will always be abuse of the system but many good citizens need assistance and i would rther have my tax dollars benefit people in this country before we help people from other countries. i am in favor of tier 5

  • Bill B.

It’s horrible to hear these stories and also being in the 99 group. I’m facing car repossession and the loss of my condo in a few days. What sucks is the US Government is doing exactly what is designed in the plan to create a larger gap between the rich and those now classified in poverty. Additionally they expect the demographic class reducing to poverty to die due to illness from no heath insurance or suicide from deep depression. And of those that survive, our youth will have the government designed failing school system to help them in life. SAD can not even describe their hands off approach to their version of a “It Isn’t Your US Govt’s Fault” planned Genocide of Americans. All we can do is watch in disbelief as it continues to get worse… compounded with government controlled media telling us the same sugar coated news stories deflecting from the true reality of the plan and it’s effects in America. Some will dismiss this as crap but it’s hard to avoid what you’ve just read if your eyes and ears stopped for a minute to form an opinion based on facts around each & everyone of us.
