Quick Background
If implemented, a Tier 5 would add additional weeks of unemployment benefits. To date, the previous extensions passed by Congress (including the December 2010 extension) have only extended eligibility for existing tiers, enabling you to receive up to a maximum of 99 weeks in most states. These extensions have helped millions, but have not provided any additional weeks for the hundreds of thousands of Americans who have already exhausted their benefits.
Previous Proposals
Americans Want to Work Act
Introduced by Senator Stabenow of Michigan, this bill would provide the following:
- An additional 20 weeks of benefits for people who have had their benefits expire, as long as the unemployment rate in your state is at least 7.5%.
- It would offer businesses a $2,000 tax break for hiring workers who have exhausted unemployment benefits.
As proposed, the bill would offer eligiblity retroactively, meaning that if you have already finished your previous tiers in recent months, you would still be eligibile.
Emergency Unemployment Compensation Extension Act
Introduced by Representative Berkley of Nevada, this is similar, but would apply to fewer states.
- Would provides an additional 20 weeks of benefits for people who have had their benefits expire, as long as the unemployment rate in your state is at least 10%.
Only a handful of states would meet the 10% unemployment rate threshold.
NEW Proposal
Representatives Barbara Lee (D-CA) and Bobby Scott (D-VA) have been working on a new bill that would help the 99ers. The proposal contains the following provisions:
- Provides 14 additional weeks of emergency unemployment compensation in Tier 1.
- These additional weeks will be available for those who have exhausted all their benefits (99ers and other exhaustees) as well as those who will be unemployed this year.
- This extension would be similar to the November 2009 extension, which provided additional weeks of benefits to Tier 2.
- Adding these extra weeks in Tier 1 makes them available for all long-term unemployed and not only those who live in a “high unemployment state.”
The latest that we have heard is that further discussions are likely to take place in early March.

AS such, since employers were not hiring the experienced workforce, everyone should be entitled to a minimum amount of unemployment insurance for the duration and a livable amount.

I have been reading many of the comments on this blog and I just want to get a few things off my chest here…
#1 If you haven’t gotten the memo yet let me be the first to tell you. The last thing that Obama…The Senate…The House are gonna want to do is address the 99er issue. Why? Because to do so will add millions to the unemployment rate and that will expose once and for ALL what a disaster the past 3 years (yeah both Bush & Obama) have been not just ineffective–But Toxic to our economic health.
#2 Thinking that e-mails and phone calls will make these politicians change their dearly held refusal to establish a Tier 5 makes about as much sense as joining Linus (of ‘Peanuts’ cartoon fame) sitting out there on the pumpkin patch & waiting for “The Great Pumpkin” (Tier 5) to shower us with prizes ‘checks’–It’s not going to happen.
#3 the plight of 99ers will not change until the economy improves, so if you really want to see light at the end of the tunnel then: DO NOT VOTE OR SUPPORT ANYONE OR ANYTHING THAT SLOWS/DELAYS/COMBATS Economic Recovery. That includes groups that stand opposed to any form of economic development, the irony of this is that these groups impoverish our economy and poor societies DO NOT Protect their Environment.
So tell Al Gore to get lost, tell Congress & Obama no Global Warming Tax on Energy for the foreseeable future, Demand the Jobs & Energy that the Keystone Pipeline will give to our economy, tell that rich uncle that instead of making that $5,000 yearly donation to the “Society to Protect Everything” to instead invest in the economy or donate to a charity.
I have never been unemployed until this jobless cycle, I have lost most of what I took for granted & will struggle with odd jobs, and seize regular employment at the first chance I get. What’s really sad is that so many of the people here really think the Government will come to their rescue. Hell they have made you INVISIBLE, with online registering for benefits.

I am a 99er who has been Unemployed since December 2008, went to College received my Associates Degree, cannot get a job without Experience, cannot get a job because of Higher Education, because they think I want more money. I just need a job, I am losing the respect of my family, and it is getting harder to pay the bills and buy Groceries to feed my family!

You’re correctly referring this economic turmoil as “depression,” unlike what the media would mildly put it as “The Great Recession.” If it had been a “Great Recession,” all of the economic catastrophe that we experienced in 2008 would have ended by middle of 2009. The depth and enormity in the precipitous fall of economy is hard for anyone to fathom, even to the prominent economists, and we don’t see the end of the tunnel. Nobody know how long it will take, or even we ever get out of this wedged state we are in.

The only reason the unemployment rate decreases is due to seasonal work. Hmm……Christmas just past and the unemployment rate went up. Summer is coming and seasonal work will be available again. Hmmmm…..the unemployment rate will drop. As other unemployed workers lose their benefits month to month and the 99ers continue to fall off the charts, the unemployment rates will drop. On the box of Centrium Silver multi-Vitamn, it says “Personalized for people over 50.” I found the phrase offensive; I am in 50′s, but I don’t consider myself yet to belong in Silver category. I consider myself still young and willing to work for any tasks given when the opportunities are there. Companies should not lay-off people in 50s!!! There are famililies to take care for them. I am not going to take that Centrim Silver Vitamin.

I agree. Most dog food provide all vitamins needed for good health. Alpo in a can is my favorite.
Are all Republican candidates are against passing Tier 5? Republicans are the ones who messed up the economy. Does it really make sense to elect a Republican for a president without them show any repentance over their deeds? Shouldn’t the Republic party cease to exist? That’s my thinking. What are your thoughts?

I had been laid off four times in my career. For the first two, the lapses were very short, and I did not know how to collect unemloyment benefits; the procedures were tedious and I had to stand in the lines for a long time, which seemed to have been designed to give up collecting the benefits running out of patience. Because I found jobs right away less than two months, I don’t reember collecting any benefits despite no recollection that I had walked out of the lines. When the third lay-off happened, I collected the benefit, and the system got changed making thing much easier to collect thanks to the compterized system. But I collected just several weeks because I was offered with a job soon after, leaving me with the impression how the unemoplyment system has drastically changed making thing easy. This time is different, I collected 99 weeks and I still need more benefits. I paid my health insurance primiums and over $10,000/year for Cobra for all the years without making much visitation to hospital, but now I am unemoloyed and I am struggling to get health insurance…this is NOT right.
After reading your posts I can understand why you lose so many jobs.
