Tier 5 Unemployment Extension Update - Help for 99ers?

If you are reading this, you are likely one of the millions of Americans who are seeking good information on the important Tier 5 situation. Below, we provide an update on previous proposals, as well as a recent proposal.

  • Is a Tier 5 unemployment extension still on the table?
  • Is Congress paying attention to the 99ers?
  • What are the current Tier 5 proposals?

Quick Background

If implemented, a Tier 5 would add additional weeks of unemployment benefits. To date, the previous extensions passed by Congress (including the December 2010 extension) have only extended eligibility for existing tiers, enabling you to receive up to a maximum of 99 weeks in most states. These extensions have helped millions, but have not provided any additional weeks for the hundreds of thousands of Americans who have already exhausted their benefits.

Previous Proposals

Americans Want to Work Act

Introduced by Senator Stabenow of Michigan, this bill would provide the following:

  • An additional 20 weeks of benefits for people who have had their benefits expire, as long as the unemployment rate in your state is at least 7.5%.
  • It would offer businesses a $2,000 tax break for hiring workers who have exhausted unemployment benefits.

As proposed, the bill would offer eligiblity retroactively, meaning that if you have already finished your previous tiers in recent months, you would still be eligibile.

Emergency Unemployment Compensation Extension Act

Introduced by Representative Berkley of Nevada, this is similar, but would apply to fewer states.

  • Would provides an additional 20 weeks of benefits for people who have had their benefits expire, as long as the unemployment rate in your state is at least 10%.

Only a handful of states would meet the 10% unemployment rate threshold.

NEW Proposal

Representatives Barbara Lee (D-CA) and Bobby Scott (D-VA) have been working on a new bill that would help the 99ers. The proposal contains the following provisions:

  • Provides 14 additional weeks of emergency unemployment compensation in Tier 1.
  • These additional weeks will be available for those who have exhausted all their benefits (99ers and other exhaustees) as well as those who will be unemployed this year.
  • This extension would be similar to the November 2009 extension, which provided additional weeks of benefits to Tier 2.
  • Adding these extra weeks in Tier 1 makes them available for all long-term unemployed and not only those who live in a “high unemployment state.”

The latest that we have heard is that further discussions are likely to take place in early March.

Your Thoughts?

  • What do you think about Tier 5?
  • How many weeks should be added?
  • Can Congress reach a solution?

PLEASE NOTE: We fully support free speech, and encourage everyone to share their views. That being said, due to the controversial nature of the Tier 5 unemployment extension, some readers have posted hate speech and / or obscenities. We will not tolerate such language.

In addition, as the debate over Tier 5 has ensued, certain individuals have taken to impersonating others and / or posting under a false identity. In response, we have chosen to block these false comments.

Again, we encourage feedback, and thank you for taking the time to share your views on a topic that is of great importance to many Americans.

  • strongzz Hey there, You have done an excellent job. I will definitely digg it and personally suggest to my friends. I’m sure they’ll be benefited from this site.

  • govblaster

hr- 589 is what most people need .They will never OK this because it will show the real numbers.this is what they are trying to hide from us all. The real truth.Bobby Scott is so stupid.people in his own state will not qualify for a tier 5.They lie about the unemployment rate in Virgina to make them selves look good.We need hr-589 we need the truth.

  • William Cole

Single people don’t get welfare in Florida. Florida even went as far as giving hiring preferences to families a while back. I think it expired. Anyway I was getting ripped by the married.
AS such, since employers were not hiring the experienced workforce, everyone should be entitled to a minimum amount of unemployment insurance for the duration and a livable amount.

  • So-Cal Unemp.

I have been reading many of the comments on this blog and I just want to get a few things off my chest here…

#1 If you haven’t gotten the memo yet let me be the first to tell you. The last thing that Obama…The Senate…The House are gonna want to do is address the 99er issue. Why? Because to do so will add millions to the unemployment rate and that will expose once and for ALL what a disaster the past 3 years (yeah both Bush & Obama) have been not just ineffective–But Toxic to our economic health.

#2 Thinking that e-mails and phone calls will make these politicians change their dearly held refusal to establish a Tier 5 makes about as much sense as joining Linus (of ‘Peanuts’ cartoon fame) sitting out there on the pumpkin patch & waiting for “The Great Pumpkin” (Tier 5) to shower us with prizes ‘checks’–It’s not going to happen.

#3 the plight of 99ers will not change until the economy improves, so if you really want to see light at the end of the tunnel then: DO NOT VOTE OR SUPPORT ANYONE OR ANYTHING THAT SLOWS/DELAYS/COMBATS Economic Recovery. That includes groups that stand opposed to any form of economic development, the irony of this is that these groups impoverish our economy and poor societies DO NOT Protect their Environment.

So tell Al Gore to get lost, tell Congress & Obama no Global Warming Tax on Energy for the foreseeable future, Demand the Jobs & Energy that the Keystone Pipeline will give to our economy, tell that rich uncle that instead of making that $5,000 yearly donation to the “Society to Protect Everything” to instead invest in the economy or donate to a charity.

I have never been unemployed until this jobless cycle, I have lost most of what I took for granted & will struggle with odd jobs, and seize regular employment at the first chance I get. What’s really sad is that so many of the people here really think the Government will come to their rescue. Hell they have made you INVISIBLE, with online registering for benefits.

Gas price is going up again. Economists forecast that it will hit the ceiling as high as $7.00/gallon by the end of 2014 before it level off. Enjoy the economy!

  • 99er in Georgia

I hope that they really do something, instead of it being all talk because of the Election! I am a 99er who has been Unemployed since December 2008, went to College received my Associates Degree, cannot get a job without Experience, cannot get a job because of Higher Education, because they think I want more money. I just need a job, I am losing the respect of my family, and it is getting harder to pay the bills and buy Groceries to feed my family!

God Bless All the 99ers and other Unemployed people, because I do not think it is over, it is only going to get harder, because we are headed into another Recession, that is going to make it harder on everyone!!!!

    • anonymous

It’s not a recession, it’s called a depression; recession last more or less than a year whereas depression is with unknown duration. I know you try to put it in polite term, but people have been calling it politely for the last four years…things are still the same; the mortgagers and the bankers who abused the financial system are unpunished, and Obama is making a gesture trying to help people who are already lost the homes with two thousand dollars petty cash…Is he out of mind trying to kid people? Obama hasn’t really started hardcore job fixing up the economy. You’re right, it looks like the downgrade of the U.S. economy is NEW normal that we have to get used to. I’ve heard that it’s NOT a good idea sending 100s of resume. Don’t waste your time and paper…don’t bother applying for jobs until the economy is fixed right.

  • Azad

Finally this site is taking some responsibility for allowing 99isenough to hurt people, especially the very depressed

  • Azad

99isenough/The king is very very sad person, he make fun about murder, as if it were funny 99enough very sick person he use many, many names

It’s the worst thing I’ve ever seen,” Johnson County Sheriff Mike Reece said, adding he had never seen anything like it in his 27 years in law enforcement in the area. “We’ve had murders, but nothing like this. This is just senseless.”

He said Billy Clay Payne, Jr. and Billie Jean Hayworth were killed last month after they deleted Jenelle Potter, the daughter of one of the suspects, from their “friends” list. Both were shot in the head and the man had his throat cut.

The couple’s 8-month-old baby was in the mother’s arms, unharmed, when the bodies were found.

Marvin Enoch “Buddy” Potter Jr., 60, and Jamie Lynn Curd, 38, were each charged on Wednesday in Mountain City in northeastern Tennessee with two counts of first-degree murder. The men were arrested on Tuesday.

The case was not the first involving violence linked to Facebook. Last year in Iowa, a woman was arrested on accusations of setting fire to a friend’s garage after she was defriended on the social network site, local media reported.

The state we are in is very “Un-American,” some people say that it is “New-Normal” that we need to get used to. If forclosures increase, would bankers become more rich? It looks like bankers and mortgagers win in any situation.

  • The King

How high can Obama run up the debt before the dollar suffers a complete collapse and we’re all living in a cardboard box?

If people have to send hundreds of resume to be able to land an interview, there is something wrong with the system.
If people have to work 8 hours a day with graveyard work with $8/hr barely bringing food to the table, there is something definitely wrong with the system.
If electing one black president and leaving over 70% of black unemployed, there is something definitely wrong with fairness of people.
If the magnitude of this economic turmoil is called a mere “recession” instead of “depression,” there is something wrong with the media.
If so many bankers and mortgagers who abused the financial system and not put in jails, there is something wrong with the governance of the system–insider trading is federally prosecutable crime.
If a Republican become a president, there is something wrong with people’s memories.
If 99isenough says “no Tier 5 entension” repeatedly, his is a crazy parakeet.

  • Nancy Bernard

Gas predicted to be near five dollars a gallon soon. Up 20 cents in just 2 weeks.
All this during a deep depression and while running record deficits and chronic unemployment.

I guess this is the change Obama promised.

    • The King

Not only that but now there’s a shortage of cardboard boxes.

    • Anonymous

You’re correctly referring this economic turmoil as “depression,” unlike what the media would mildly put it as “The Great Recession.” If it had been a “Great Recession,” all of the economic catastrophe that we experienced in 2008 would have ended by middle of 2009. The depth and enormity in the precipitous fall of economy is hard for anyone to fathom, even to the prominent economists, and we don’t see the end of the tunnel. Nobody know how long it will take, or even we ever get out of this wedged state we are in.

  • 99isenough

A tier 5 is never going to happen.

The unemployment rate has gone down to a point where they are STOPPING extended benefits.

99ers, as a group are very selfish, greedy people.

When they should be thankful for receiving 99 weeks of unemployment benefits, they instead are wanting MORE.

“MORE” is never going to happen.

99ers are going to go down in history as being the most generously compensated group of unemployed people,,,,, ever.

Well 99ers, your time is over.

If you cannot find a job in almost TWO YEARS, you’re unemployable.

And there is NO program to compensate fully capable people to not work.

Complain, call your Congressmen all you want to, it won’t make a difference.

There ISN”T going to be a tier 5.

The recent unemployment rate has gown DOWN!!!

That has triggered the REDUCTION of extended benefits to the States.

99 weeks is going to be a thing of the past.

    • Atlanta 99er

The only reason the unemployment rate decreases is due to seasonal work. Hmm……Christmas just past and the unemployment rate went up. Summer is coming and seasonal work will be available again. Hmmmm…..the unemployment rate will drop. As other unemployed workers lose their benefits month to month and the 99ers continue to fall off the charts, the unemployment rates will drop. Hmmm… it really hard to figure that out statistically? You people that are employed are morons if you can’t figure that out. Please, go be stupid somewhere else and let me have your job! I would LOVE to work again, but I have had 5 interviews in 2 years! Give me a break and give me my unemployment benefits back. I have paid into the system since I was 16, and I am 50! What???? I get 2 years and then tossed to the wind? AND I have to pay taxes AGAIN on this stuff? What the HELL is wrong with our country? STOP giving to all the other “poor” countries, keep it here in the US of A and RE ELECT a president that gives a damn and deserves to be called Mr. President. WAKE UP! The suicide rate is up too due to people having NOTHING

  • Yvette Jackson

Lastly, the whole thing in a Nutshell is this if you Love God and Jesus and believe his teachings, “Love thy Neighbor As thy Love Thyself” Why wouldn’t you want a an Extra Tier Added to Unemployment so that People can Pay at Least a Few Bills and Keep the lights on and perhaps eat some Spam and if you see people hurting financial what makes you Not want to Help Them? What Makes someone more concerned about the Deficit than seeing your neighbor still be able to maintain a simple life style. IT IS A VERY SPURIOUS EXCUSE TO USE THE DEFICIT AS An excuse to See People Suffer, children suffer, people are loosing their homes, cars, jewelry, minds, families, ETC< ETC< Yet the Rich don't want to see people that feel are inferior have anything Whats Wrong with that Christian Picture what God Do They Serve that would see people Suffer?

I saw the Clint Eastwood doing a commercial for the U.S Auto Industry in Michgan saying that it’s a half time, which means that the game is NOT OVER and the there is still a chance for the U.S. Auto Industry can be revived to the hey days in 50′s, 60′s and even 70′s. U.S. auto industry has been bailed out by Obama, and the challenges are not making the same fuel efficient cars like Japanese or Korean, but rather leap forward and concentrating on making 3rd generation cars and change the market paradymn; the damages that have incurred with poor quality control over past 30 years have been taken its toll, and now not even patriots would want to buy cars from Michgan.

Obama is not to Blame is the Clean Up Guy, this Mess was started by George Bush who had a Surplus of Revenue for this Country when he took office after Bill Clinton. Bush Lies starting wars and pilfering money for his buddies with Bogus War Contracts Etc. We Need Help Out Here Yes, we need a Tier 5 or some type of Extension for 99ers Quick, I have lost lots of Money and Material Possessions, but yet I haven’t lost my mind and I an very aware of WHO IS TO BLAME which equals George Bush and Dick Cheney they should have been put on Trial. People have been put in a bag and the Republicans have shaken like chicken legs in “Shake N’ Bake.” Where are all the neo-Republicans driving people off to war? Are they now satisfied? Or they still feel like going to war with Iran?

Reading the posts on this board it’s easy to see why some 99ers are unemployed. Ignorant, gullible and pig headed liberals do not make attractive candidates for private sector employers.

Finally, Obama mentioned about long term unemployed!

I really hope that the economy gets better, so we all can find jobs, we all don’t have to collect the unemployed benefits, and we all pay mortgage with n.p, we all can fix the leaky roofs, and we can go to see a movie once every two months…..Am I dreaming?

BTW, What is the definition of 99ers? 1 year unemployed? 2, 3, 4? Are they all considered long term unemployed, who are entitled to collect the extended benefits when Tier 5 is passed?

  • 99isenough

Extended unemployment benefits in Michigan endind due to lower unemployment rate.

    Good news for 99ers.

I am hopeful that unemployment extensions will be discussed during at the upcoming Presidential debates.

I don’t really understand how the economy could get better; the housing market is as dormant as right after when the bubble burst, and we just spent 800 billion dollars in Iraq war, the rich is still greedy, and Obama is still lame. We need to see the signs of improvements; the mortgagers and bankers who are responsible for the financial crisis should be put in jail…that’s the first step.

      • Anonymous

Yeah, nobody has ever mentioned where the money came from..that’s a good point.

I don’t understand. How can Republins be respondable for the bad economy if greeedy banker wall street are respondable?

        • Anonymous

Have you heard the word “accomplice?” That why you’re called dumbass.

          • Marge 99er

But how can the Republicans be the accomplice if it was Democrats taking most of the campaign contribitions from wallstreet greedy bankers?

          • Anonymous

Republicans really wrecked the economy going to wars on the false evidences instigating the people and deregulating financial rules making the financial environment safe heaven for the bankers and mortgagers be more greedy and really abused the financial system with no regards for potential woeful effects it holds. After servicing the country with misguides, Republicans knew that there is no chance of winning the war and spiral downfall of economy. and they had to hand it over to the Democrats to finish up the mess. The bankers and mortgagers were oblivious to the effect and started worrying when they pull of their mouth from the milky nipples with fat bellies about to be witnessing the greatest economic catastrophe in the century, and they were frightened and started to support Obama under the condition that their companies would be bailed out. Obama had no choice to accept their offer in order to order to be the first black president. Obama had no choice but to bail out the mortgage companies and the automobile companies in order to win the election. Ideally, Obama should have let the banks and mortgage companies go bankrupt and the matters be resolved by natural forces of the economy. That’s why 99ers have been suffering all these years, no economic polices have been mandated to help the millions of middle income families whose houses are under water.

Historians are loath to predict the future. It is impossible to say with certainty how Bush will be ranked in, say, 2050. But somehow, in his first six years in office he has managed to combine the lapses of leadership, misguided policies and abuse of power of his failed predecessors. I think there is no alternative but to rank him as the worst president in U.S. history.

This is all you live for a site where you can express your own opinions about nothing and learn nothing saying the same thing repeatedly irregardless of how much evidence you are given.

You are the kind of person kingy caught on video saying “that’s not me” even though the evidence is in your hand.

The biggest reason this site stays open is for 99isenough to have someone to talk to, that is why he says so many things that mean nothing.

Call those numbers and voice your opinion. Bug them and bug them – we deserve extra tiers.

Has any Republican presidential hopeful would want to pass Tier 5 as a way to turn around the economy?

  • 99isenough

On the box of Centrium Silver multi-Vitamn, it says “Personalized for people over 50.” I found the phrase offensive; I am in 50′s, but I don’t consider myself yet to belong in Silver category. I consider myself still young and willing to work for any tasks given when the opportunities are there. Companies should not lay-off people in 50s!!! There are famililies to take care for them. I am not going to take that Centrim Silver Vitamin.

There’s always chewable vitamins for kids.

    • Marge 99er

I agree. Most dog food provide all vitamins needed for good health. Alpo in a can is my favorite.

Are all Republican candidates are against passing Tier 5? Republicans are the ones who messed up the economy. Does it really make sense to elect a Republican for a president without them show any repentance over their deeds? Shouldn’t the Republic party cease to exist? That’s my thinking. What are your thoughts?

Alpo alone is not a helthy choice you needs to mixer it with cheesburgurs and add some ripple for flavur

I had been laid off four times in my career. For the first two, the lapses were very short, and I did not know how to collect unemloyment benefits; the procedures were tedious and I had to stand in the lines for a long time, which seemed to have been designed to give up collecting the benefits running out of patience. Because I found jobs right away less than two months, I don’t reember collecting any benefits despite no recollection that I had walked out of the lines. When the third lay-off happened, I collected the benefit, and the system got changed making thing much easier to collect thanks to the compterized system. But I collected just several weeks because I was offered with a job soon after, leaving me with the impression how the unemoplyment system has drastically changed making thing easy. This time is different, I collected 99 weeks and I still need more benefits. I paid my health insurance primiums and over $10,000/year for Cobra for all the years without making much visitation to hospital, but now I am unemoloyed and I am struggling to get health insurance…this is NOT right.
