Quick Background
If implemented, a Tier 5 would add additional weeks of unemployment benefits. To date, the previous extensions passed by Congress (including the December 2010 extension) have only extended eligibility for existing tiers, enabling you to receive up to a maximum of 99 weeks in most states. These extensions have helped millions, but have not provided any additional weeks for the hundreds of thousands of Americans who have already exhausted their benefits.
Previous Proposals
Americans Want to Work Act
Introduced by Senator Stabenow of Michigan, this bill would provide the following:
- An additional 20 weeks of benefits for people who have had their benefits expire, as long as the unemployment rate in your state is at least 7.5%.
- It would offer businesses a $2,000 tax break for hiring workers who have exhausted unemployment benefits.
As proposed, the bill would offer eligiblity retroactively, meaning that if you have already finished your previous tiers in recent months, you would still be eligibile.
Emergency Unemployment Compensation Extension Act
Introduced by Representative Berkley of Nevada, this is similar, but would apply to fewer states.
- Would provides an additional 20 weeks of benefits for people who have had their benefits expire, as long as the unemployment rate in your state is at least 10%.
Only a handful of states would meet the 10% unemployment rate threshold.
NEW Proposal
Representatives Barbara Lee (D-CA) and Bobby Scott (D-VA) have been working on a new bill that would help the 99ers. The proposal contains the following provisions:
- Provides 14 additional weeks of emergency unemployment compensation in Tier 1.
- These additional weeks will be available for those who have exhausted all their benefits (99ers and other exhaustees) as well as those who will be unemployed this year.
- This extension would be similar to the November 2009 extension, which provided additional weeks of benefits to Tier 2.
- Adding these extra weeks in Tier 1 makes them available for all long-term unemployed and not only those who live in a “high unemployment state.”
The latest that we have heard is that further discussions are likely to take place in early March.

In most states, employees DO NOT pay unemployment insurance. But it doesn’t matter. An unemployment insurance policy only pays for 26 weeks and that is all.
Up to 99 weeks of unemployment is all you’re going to get, no matter what. That is almost TWO YEARS!!!!
Just because you have exhausted all your resources does not give you the right to collect unemployment until you are able to get a job.
After almost two years, apply for welfare if you are having that hard of a time.
No, my parents haven’t helped me all my life and yes, I am employed.

And that my fellow 99er’s is the cold hard truth. I was once against what 99isenough had to say, but if you really absorb it, take it in, and really think about; this person is letting you know now what the deal is. So come next month, the month after, and so; and you get no more money, then you will start to realize 99isenough is right. Took me 10 minutes.
Most of 99ers lost their job with no fault on their own; I lost my job becuase my job was outsourced to abroad. After sending hundreds of resumes in the field that I have been working, I still could not find one, so I even resorted to applying even for minal jobs with lower salary and no prospect of enhencing my career, but I still could not fine one–there isn’t simply enough jobs around. We call “recession” when jobs are hard to come by; I have been laied off several times in my career, jobs came by readily all the times except this time. This depression is tied with collapse of housing bubbles. Time megazine reported that even after three years, no measure has been made to rectify the collapse; not a single banker or a mortgager hasn’t been penalized or punished. The middle income family like mine is suffering instead with not enough food to go around for my family or apprehension that the leaky roof that has not been fixed will further damage the house costing more money. If Congress can not fix the economy, they should pass the tier5 to help 99ers financially until it gets fixed. Every 995ers want to work, but there is no job–the American middle income families are doomed.
If you haven’t worked and collected unemployment for almost TWO YEARS,,,, you aren’t middle class anymore.

Seems the house is on vacation this week nothing is showing on there schedule for the week.
I have several college degrees but I don’t care what type of work I get I just WANT a job. I have been turned away from EVERYWHERE including fast food, gift shops, department stores, anywhere and everywhere. I am desperate. I just want to be able to pay rent, buy food, and car insurance in the same month. I have been told to get rid of my 13 ½ year old dog. I have been told that I should “do the honorable thing and kill myself” by people fairly high up the political ladder. There are NO jobs to be had up and down the East Coast. I have applied from Boston to Delaware. I can’t move because without a job, no one will rent to me. I have lived on my savings since my unemployment ran out March 30, 2010. I have sold anything I had of value and cashed in and paid huge penalties and taxes on my last IRA. I have absolutely nothing left and no one to help me. The economy is not where it needs to be due to the people in Washington who have forgotten they work for us. My salaries over the years have paid for everything they have, from the roof over their heads to the food they eat. I only eat every three days now. I qualify for no programs. Look at the crime rate, the suicide rate, the price of gold, and the price of diamonds; these are the true economic indicators. We 99ers are not lazy good for nothings. We are educated and uncompensated and unemployed. I consider myself an American as the last 5 generations of my family have been born here, going back to 1901. The United States of America does not even recognize my existence. I do not exist as employed and I do not exist as unemployed. I have disappeared and do not exist as far as my country is concerned. I am invisible though I am a published poet. There are three people walking this earth because when they were children I saved their lives literally with my own breath. And yet I do not count for anything and no one cares. We send food and money to fund projects in Iraq and Greece, yet we turn our back on our own. We need a Tier Five to cover this emergency but we need to BREAK THIS CYCLE so we will not need a Tier Six or more. We must fix this economy!! I suppose Obama is the only one to answer all our questions as 99ers/unemployed and off benefits. He is very rigid when it comes to the unemployed. They bring proposals out of the air to create jobs so they say, which go no where. They are not focus on us. Out of sight out of mind I would say.
They should pass Tier 5 and implement something where employers have to show proof that they will hire long-term people out of work. Even if it is a percentage of their employees. Just like they have to hire a certain percent of woman, minorities, disabled, and people over a certain age. Instead of making it an unwritten law with companies that at 50 your finished. There is no more equal opportunity out there for us unless they enforce this to get the economy back on track. Obama has the answers. Seems he turns the other way. He has not once stepped up to resolve this issue.
I lost my job 2+years ago because of the real estate market crash. I have looked daily for a new job, and as some of the comments I have read today. How long will it take for the US to send emergency funds to help Japan. Congress needs to remember there ar 4.4 million 99ers out there right now with more on it way. That’s a lot of votes in 2012. At this point, I don’t mind getting a job that pays half of the salary of my last job, but THERE ARE NO JOBS OUT THERE!! Common sense tells me that if I lower my salary expection–even to a minial job level, I would be able to at least find a job, but it doesn’t seem to be even working that way. The other day, I went to an office to apply for a bus driver position, looking an ad in a newspaper, but contrary to the job posting, no jobs were left, and I ended up leaving the office even without filling out an application. We need Tier 5 extension badly.
I am dealing with the same issues here in Michigan. I keep hearing about how things are picking up, but there are no jobs or if there are jobs, I am not getting called. I have exhausted all my benefits and am at wits end. I agree that by not giving an extension, it will stall our efforts in still trying to find a job. We need help fast!!!
It’s been a frustrating time. Looking for work is difficult enough having only unemployment to live off. But now with exhausted funds, I am spending more time looking for a way to survive and keeping a roof over my head than trying to find a job. Not having an income source has crushed the things I need most to look for work efficiently. It takes gas, a healthy car, cell phone, and mental stability to find a job and without any funds to sustain these things, it’s becoming too difficult, if not impossible. By not implementing A tier 5 extension, it only hurts the unemployment situation by stunting people from looking. We need to give 99′ers one last hope to find work, these UE funds can only end up in one place anyway. The economy.

All the awards, letters of recommendation…certificates…excellent attendance record…experience….dependability..good health…should count big time….they don’t matter. Our jobs have been taken out from under us; our world is changing, but in the meantime, many are struggling, going hungry, losing their homes….We, too, have never received unemployment, charity/welfare…while observing so many take advantage of the system with abuse…..Most of us have the dignity of wanting to earn our own way; but now we need help to stay on our feet…most of us have worked most of our lives from age 16/18 (in our case)……does anyone else notice the published unemployment figures are wrong! I want to work! I want to see tax incentives for employers to hire us. Give long-term unemployed over fifty Targeted Jobs Tax Credit status. This is a governemnt program which helps people who are difficult to employ. In some minimum wage jobs, especially food service and housekeeping, the employers would get back fifty percent of wages. This would help level the playing field for older job seekers. Please write to your congresspersons. Also, sign the petition for extended benefits – we march on Washington in May. Start packing the bandana!!!!!!
I am also a 99er and have not worked since Feb 2009. I do have a cash job of $8 per hour 3 hours a day just to get some income. I also apply to at least 20 jobs a week. Had some interviews but seems like there is always something that makes them not hire me. I am 47 years old and 1st timer on unemployment. Benifits ran out 3 months ago. Fisrt year benifits from company I worked for for 4 years. Other 47 weeks goverment payed for benefits. No have just a small income. Spent all my saved cash now juast hoping for anything. Please help us 99ers. I know some people PLAY THE SYSTEM but not me. Always worked since 16 years old. This country helps everyone except its own people. UNREAL
I sympathize with all of you. This waiting, hoping and wishing is starting to affect my health. Have had a headache everyday lately, worrying all the time. Applied for 2 more jobs today, do not even get an interview. Almost 30 years experience as an Administrative Assistant, record of perfect attendance and always great Job evaluations, and you would think I am ignorant or something.
Going to college and taking courses to help me, but know deep down that it doesn’t even matter. PLEASE……GIVE US 99ERS AN EXTENSION….This is the first time in 35 years that I have ever been on unemployment. Always have worked steady, you can’t tell me I have used all the money my employers have put into the fund for me over all those years. Keep the hope and faith, it will all work out, that is what I keep telling myself.

The 99er extension is necessary. Unemployment is actually 16%-20%. corps are sitting on billions. Congress gives hundreds-of-Billions to Big British Petro, Big Oil, Big Banks, Big Corps – BUT can’t give 1 billion to help Americans who are unemployed due to the Big Banks playing Roulette with the economy? Congress gave 760 BILLION to top 1% wealthiest – BUT can’t help the unemployed? Never in US history has the Congress cut-off unemployment when levels were above 7%. I say Fire Congress – especially Republicans – and remind Republicans their salaries are public tax dollars too! Fire all Republicans – they are awful.

The 99ers seem to be falling into the background as there are much more important issues going on right now like analyzing Charlie Sheen’s brain. Give me a break!!! I still don’t see the end of the tunnel even after more than 2 years of unemployment. I sent hundreds of resumes and I even applied for minial jobs in no avail. I don’t see where all the rehiring is taking place. The other day, a photographer came to take a picture of my house after months of being deliquent in paying the mortgage. I have applied for modification twice, and they turned me down twice. I bought my house two years prior to the housing collapse, and I can’t believe that mortgage company continue to collect the same amount with no regards to the economic havoc that they created and put millions of people in misery. The middle class American is doomed; we have been slowly suffocated with no way to escape this condition.

How the hell can we all go to Washington when our cars wont start because no gas, or we have no cars anymore or a home to take a bath in or a yard to take a shit in? Someone tell me how we are all going to get to Washington to pitch a bitch about the help we need. Maybe a bus from washington – Obamha driving will pick up everyone in the US that is a 99er and take a ride to the big Whitehouse and move into there lawn.
